Thrive Senior Living Facility On Virgil Langford Road Received Building Permit From Oconee County

Projected To Open In July 2015

The Oconee County Code Enforcement Office issued a building permit on Thursday for construction of the 70-unit Thrive Senior Living facility on Virgil Langford Road in Resurgence Park.

Construction of the $6 million, upscale, assisted living facility to be known as The Village at Athens is expected to begin in two weeks and be completed by the end of July of 2015, according to the building permit.

Construction workers continued site preparation at the 4.9-acre lot today. The site has frontage on SR 316 but will have its entrance from Resurgence Drive, the loop road connecting Resurgence Park with Virgil Langford Road.

Paragon Athens LLC, the Oakbrook, Ill., owner of the site, was granted 5,250 gallons per day of sewage capacity despite earlier concerns on the part of the county that the facility might require expensive updates to county sewage infrastructure. (See note below.)

Joins Another Senior Facility

The Oconee County Board of Commissioners approved a rezone on Sept. 2 for another senior facility a short distance from Thrive’s The Village at Athens.

That project, called The Fairways Seniors Community, is on a 24.5-acre tract at the intersection of Virgil Langford Road and SR 316, behind the Three Sixteen Professional Quarter medical office complex.

The Fairways plan calls for one multi-story building, 23 two-unit cottages, and one separate two-bedroom unit.

The multi-story building is to be 112,000-square-feet in size and feature 158 beds, a full service dining facility, a kitchen, a beauty shop and other similar facilities.

That project is to be completed in phases, beginning with the multi-story building. Completion is projected to take about two years, according to the narrative submitted with the rezone documents.

Thrive Details

Thrive’s The Village At Athens will be a single-story building of 47,994 square feet.

According to a news release issued by Thrive Senior Living in late July, it will offer “luxuriously appointed resident apartments, a spa, beauty salon, fitness center, doctors office, movie theater, multiple courtyards featuring outdoor fireplaces, and much more.”

The news release said the project is a joint venture involving Thrive, Paragon Real Estate, a Chicago-based developer, and Summit Healthcare REIT, an Irvine, Calif., real estate investment trust specializing in healthcare properties.

Site plans filed with the county in November of 2013 listed the building as 44,215 square feet and containing 85 living units.

Early discussions and the news release also mention a dementia facility, but that facility is not referenced in the building permit.

Gas Pipeline

In May, the Public Service Commission of Georgia agreed to spend $0.5 million to run a gas pipeline under SR 316 to Resurgence Park.

The gas line was requested by David Dwyer of Atlas Real Estate Advisors of Athens on behalf of his clients, Thrive Senior Living and Georgia Skin Cancer and Aesthetic Dermatology, which also plans to open a facility in Resurgence Park.

The pipeline will serve other developments along Virgil Langford Road, which previously had not been served by natural gas.

Note: I picked up the building permit late on Friday (9/12/2014) and was not able to call Chris Thomas, director of the Oconee County Utility Department, to ask him about the sewer upgrades.

Thomas told me in an email message today (9/15/2014) that the county replaced "worn impellers" at the Barber Creek left station "several months ago."

Thomas said "With the additional pump capacity, Thrive will not need to upgrade the station."
